Meet the prerequisites
Meet the eligibility requirements set by the issuing board. No minimum age or fingerprint/background-check requirement is set in West Virginia Code §21-16 or legislative rule 42 CSR 34 for any of the three certification tiers. Under W. Va. Code §21-16-7 the Commissioner may deny a license where an applicant's prior criminal conviction bears a 'rational nexus' to the license sought (per §21-1-6) — a discretionary denial standard triggered only if a conviction surfaces, not an affirmative background-check requirement built into the application process. Complete approved training
Complete 2000 hours of training. 2,000 hours applies to the full HVAC Technician tier (residential + nonresidential scope). Hours may come from career-technical education in the state's public schools, an apprenticeship program, an employer-sponsored training program, or general on-the-job work/training (documented via employer records, pay stubs, W-2s, or a sworn affidavit) — no single approved program is mandated. West Virginia also licenses two lighter individual tiers under the same rule: HVAC Residential Technician (residential-only scope; no fixed hour requirement, but must pass the Residential exam) and HVAC Technician-in-Training (under 2,000 hours; works only under direct supervision of a Technician or Residential Technician, no exam required). West Virginia charges one combined annual 'license fee' rather than separate application and license fees, so 'application' is left null here; the $75 figure is the HVAC Technician tier's annual fee, applied identically at first issuance and at each yearly renewal (per legislative rule 42 CSR 34 §10.1, effective 5/1/2023). Note a discrepancy: the Division's own fees webpage (hvac-technician-certification-fees) lists the Residential Technician fee as $50, but the current legislative rule text (§10.2) sets it at $60 — the rule was followed here per sourcing precedence. No license fee is charged to an applicant who already holds an HVAC Contractor license under W. Va. Code §30-42. HVAC Technician, Residential Technician, and Technician-in-Training certifications are each valid for up to one year and renew annually; the Commissioner sends a renewal notice at least 45 days before expiration, and a license expired more than 90 days cannot be renewed. Neither West Virginia Code §21-16 nor legislative rule 42 CSR 34 imposes any continuing-education requirement for renewal of any of the three certification tiers.

The Commissioner may, at his or her discretion, issue a WV license of the same classification without examination to an applicant who holds an equivalent license/authorization from another state, or (if the applicant's home state does not license HVAC work) based on documented work experience, per legislative rule 42 CSR 34 §15 and the state's RECAP Act (W. Va. Code §21-17, for people relocating to West Virginia with an existing occupational license). This is a discretionary endorsement pathway, not an automatic compact; West Virginia is not a member of any multistate HVAC licensing compact.

Does West Virginia require individual HVAC technicians to be licensed, or only contractors?
Both. Since January 1, 2016, every individual performing HVAC work in West Virginia must hold an HVAC Technician, HVAC Residential Technician, or HVAC Technician-in-Training certification from the Division of Labor.
